You can change the image that appears before your profile on the Welcome screen.
T do this save your photo or the image which you want to use as welcome screen. The image size is not important since it will be automatically resized to fit in the window.
Follow the these steps:
1) Click the Start button, click Settings and then Control Panel.
2) Double click on the User Accounts module.
3) Click your account and click the Modify my image.
4) Select the new image in the list and click the Change button portrait.
5) To use your own pictures, click Find other images.

To put your favorite image or picture in the background of the logon screen :
1) Click the Start button and select "Run"
2) In the "open" field, type regedit and click ok
3) In the registry editor, navigate to HKEY_USERS\.DEFAULT\CONTROL
PANEL\DESKTOP and double-click the string "wallpaper"
4)Enter the full path and filename of the .bmp image that you want to use as background (the image must be in .bmp format)
5)Click "ok" and close the registry editor
6) The changes take effect as soon as you log off and on again.
If you change the string HKEY_USERS\.DEFAULT\CONTROL PANEL\DESKTOP\TILEWALLPAPER to 1 instead of 0, you will get a tiled effect with the bitmap .
Note: Backup the registry first before going to change it.

I tried this, and what happened is that it shows the image for a second or two before the Welcome screen comes up. I successfully used resourcehacker to change the text of the Welcome screen, but the image is still that default XP two-tone blue.

A better utility tools is available which changes the Welcome screen from the Windows XP. This tools is known as the TuneUp Utility that maintain the Windows operating system and also increase the functionality of the same. This tools give the user to change the Windows welcome as well as the log in screen without having any effect on the system.
