CA: "No Certificate Templates Could Be Found"

When i am trying to request a certificate from the CA Web enrollment pages i am getting an error message saying "No certificate templates could be found. You do not have permission to request a certificate from this CA, or an error occurred while accessing the Active Directory."
I get the above error when Web enrollment pages are in Active Directory domain or when they are on same server or different server as well.
