Have you checked out the software called VirtualDub. VirtualDub is a video capture/processing utility for 32-bit and 64-bit Windows platforms (98/ME/NT4/2000/XP/Vista/7), licensed under the GNU General Public License (GPL). Download it from its official website.
There is another tool called VidCrop. VidCrop is a program to cut the basic functions in different segments of a video and save them independentaly. Specifically, with VidCrop you can select one or more fragments of a video, cut and save them in AVI or WMV. With different options you can set the resolution of the fragments, and audio quality of the image and the name of the corresponding file.
