My cpu is red

I have a problem with my laptop from dell.
Sometimes, my fan in the process also stops it again. Other times it not at all starts. Also my cpu becomes crazy hot.

My cpu use varies greatly sometimes at 3-4%% also jumping on just as high as 80%. I've looked at what processes would cause this, but I can not see anything that is wrong. It may be a new fan, I must be in? or have other solutions.

If your cpu gets hot without blowing the start, it is quite clear that something is wrong with hardware and need a trip to repair.
