The Application Failed to Initialize properly (0xc0000022) Click Ok to Terminate the

So I was able to find a work around on how to get past this error code
and log into my the system in normal mode.
What I did was I went to this link
I enable the built in admin account and was able to log in I then
transferred all my documents and everything I had in my other account to
this account, and everything seems to be working fine now.
The thing is I still get that error message if I create another user
account, I can only use the built in admin account. For now it seems to
be working so I'll take it.

If you have UAC turned on and situation is what you told above - there
is proof you have trouble with permissions :huh: for limited users but
where...,there is possible if my zip file fails:huh:..
Maybe check permissions for C:\Users

it should be as above.Pay attention especially permissions for Users

See mine is defferent. The read and List folder contents is checked but
the Read & Execute is not checked and it wont let me edit it. Its weird
because when I create a new user when I'm logged in with the built in
account I give the user administrative rights but when I go to log in I
still get the same error code. Then If I log back into the built in
account and look at the user I just created the administrative rights I
gave it when I created the account are not highlighted now. Its kinda
strange

Two ways to resolve it.Take ownership this folder what i showed above
or download 'PsTools'
(http://technet.microsoft.com/en-us/s.../bb896649.aspx) unpack
file *psexec.exe* and place into folder in *C:\Windows\System32*

and in *cmd.exe* type

PSEXEC -S -I -D EXPLORER.EXE
or

PSEXEC -S -I -D \"-PATH TO FAVORITE ANY GOOD FILE MENAGER-\"
In this way you run explorer.exe from SYSTEM account level and then you
can change permissions C:\Users as you wish

I did some research on the internet & found that it could be a corrupted
user account or a virus infection.

Can you also post the file name which is given with the error. Like
explorer.exe the application failed to initialize properly (0xc0000022)
click OK to terminate the application.

And also try to create a new admin user account & check if the error is
still there.

I already tried that as well, I explained it on post 33.

The ONLY people who know the post numbers are those using that
pathetic excuse for a gateway to the MS servers where these groups
originate. If "WADEB_21" shows as a GUEST, then he/she doesn't use
that interface.

We "guests" are on that board because it leeches its posts from the MS
servers, not because we posted there.

I'm going to give it a try I just haven't had a chance yet. I think I
should have sometime today, I will let you know how it goes. thanks

Sorry it took me so long to get back, but I did try this and it seems
like everything is working good again. Thanks again for all your help.

For those Having Log-In problems, I have the same 0xc0000022 error
this didn't resolve my problem but it did help with a few other things
also for those of you who can't right click on the command prompt to
"Run as Administrator"...

either way in safe mode or normal, admin or not this problem happens

After I tried to log in the error pops up, close it

1. Crtl+Alt+Delete and choose Start Task Manager
2. Select File from the top menu and choose "New Task(Run...)
3. Select Browse and Navagate to your Desktop on the Left
4. Right click on the back ground where the icons appear and select new
text document
5. Down at the bottom in the drop menu that says "Programs" select All
Files
6. Right Click on the new file and select open
7. In the text document type "command.com" -no parentheses
8. Select all files from the drop menu below, then save the file as
CMD.bat,
9. Now you can right click on that file and select "Run as
Administrator"

10. In the new command prompt, this allows you to activate the hidden
vista administrator with the following command
net user Administrator /active:yes

although this is now possible, I am still getting access denied errors
I've also done a repair with the vista cd, Same error...

I think like by *@wadeb_21* there trouble with permissions for
*C:\Users* but in differences groups :huh:
Try reset permission for *C:\Users* for all gruops.
1.Download my users_p.zip which I attached bellow,unpack users_p and
place on C:
2.By using task menager run *cmd.exe* and make commands:

TAKEOWN /F C:\USERS[/B]
*ICACLS C:\USERS /RESTORE C:\USERS_P
These commands restore permissions for [B]C:\Users* but not for
subfolders of this directory

That was good advice, and the commands worked
but the error is immortal
I've tried everything.
I'm fixing this computer for someone and it had a similar problem where
it wouldn't let me log in. I fixed it and it ran fine for a few days.
After a while I turned the computer off and kept it that way to assure
nothing else went wrong with it. Sure enough, the first time i turned it
back on, it gave me that error soon after i clicked a profile to login
to.

I Suppose i need the original OS cd (which isn't good because there is
no DVD rom on this comp!)
The repair cd i have is just over 100 Megs in size and has an install
option but I'm afraid of trying it because first i need access to the
Product Key (which i might be able to pick up a key finder) and second,
I'm afraid the CD is missing the installation part of the OS. Zero
access to the desktop other than using browse in the Run Task proggy.

Am I doomed without the Vista CD?

I noticed it said there was a fault in ntll.dll (I believe thats it)
Another scan said some files were corrupted but didn't specify which

First of all you should scan your computer if exist some viruses.I
suggest to use Kaspersky liveCD ->link you have in post 21 and short
describe posts 28-29

then you'll finish scan try this

1.Download file which I attached to post 27 unpack file aclfileN and
place on C:,then
make commands in cmd.exe:

* takeown /f C:\Windows
**icacls c:\windows /restore C:\aclfileN
*
You must obligatory use command "takeown" because only owners can
change permissions (the owner of C:\Windows is TrustedInstaller,psexec
there are unuseful) -> @wadeb_21 has already done in post 13 thus he
didn't in post 27
@wadeb_21 had no trouble in C:\Windows but maybe you have - I think you
should try this above - nothing to lose if you'll do it

2.If point 1 also fail ->download and place anywhere as you wish

By using task menager run it,wait at the moment,set filter" Result is
ACCESS DENIED " and save log as *.PML (PML file are comfortable to read
although are big).This log show for which folders or registry keys you
don't have enough permissions.If you'll have any trouble to diagnose you
can pack *.PML file (if you have x32 system) to *.zip and upload to
'Speedy Share - upload your files here' (http://www.speedyshare.com/)
(the file could be to big attache here) but if you have x64 system save
log as *.xml because I have x32 system and I can't read *.PML files
generated on x64 systems

Well I ran the anti virus and it picked up a few (I'd think minor)
trojans n what not.
I've started the other scan for access denied files about 3 times, the
3rd time I let it run over night, it went through about 11 million
processes, and as i was sitting watching something on my laptop, the
damned program turned off again (after about a 12 hour scan!)

so getting a PML file may take a lil while but i will say that it
picked up A LOT of svchost.exe denied. a lot of them where under c\user
while some of them were in the windows folder... some day i may get that
log file on here.

permissions.I've just tried on virtual PC commands which I attached to
previous my posts and I found these won't work even commands sometimes
return success but is it false success although I've done exactly as a
manuals talk.Strange nobody remarks to me.Now I'll try to correct my
errors to work properly but now you try manually check permissions again
for *C:\Users* but for all groups:

1.Download *psexec.exe* to *C:\Windows\System32* or *C:\Windows* (your
choice) see also post 34
2.By using task manager run *cmd.exe* and type:

PSEXEC -S -I -D EXPLORER.EXE
If above command fail and return access denied you can try to use any
other file manager i.e Total Commander if you have - in this way type in
cmd.exe
i.e. I have TC in *C:\Program Files\Totalcmd*

PSEXEC -S -I -D \"C:\PROGRAM FILES\TOTALCMD\TOTALCMD.EXE\"
and of course in TC navigate to Files>>Properties>>Permissions

Because you've taked ownership this folder and you now in SYSTEM
account you have to change owner - SYSTEM should be owner now, When SYSTEM account will be owner of *C:\Users* again you can change
permissions

Permissions should be following

Administrators group:Full Control (all checked)
SYSTEM account:Full Control (all checked)
Users group:Read & Execute,List folder contents,Read)
Everyone:Read & Execute,List folder contents,Read)

The Owner:SYSTEM account

Maybe you'll have luck and will be only for *C:\Users* errors with
permissions,sometimes happen dominoes effect:logs show full errors with
permissions but really there are few of them.If you fix them other
errors disappear either...maybe

:confused:.Difficult to say any hardware trouble coused errors with
permissions...but difficult to say,maybe...,for all are only well-know
errors with permissions caused by viruses.But of course not all trouble
with permissions can be explained:caused by viruses

If you'll check,fix errors with permissions for C:\Users and error will
still exist,I'll really need log from Process Monitor
