So I was able to find a work around on how to get past this error code
and log into my the system in normal mode.
What I did was I went to this link
I enable the built in admin account and was able to log in I then
transferred all my documents and everything I had in my other account to
this account, and everything seems to be working fine now.
The thing is I still get that error message if I create another user
account, I can only use the built in admin account. For now it seems to
be working so I'll take it.

If you have UAC turned on and situation is what you told above - there
is proof you have trouble with permissions :huh: for limited users but
where...,there is possible if my zip file fails:huh:..
Maybe check permissions for C:\Users

See mine is defferent. The read and List folder contents is checked but
the Read & Execute is not checked and it wont let me edit it. Its weird
because when I create a new user when I'm logged in with the built in
account I give the user administrative rights but when I go to log in I
still get the same error code. Then If I log back into the built in
account and look at the user I just created the administrative rights I
gave it when I created the account are not highlighted now. Its kinda
strange

For those Having Log-In problems, I have the same 0xc0000022 error
this didn't resolve my problem but it did help with a few other things
also for those of you who can't right click on the command prompt to
"Run as Administrator"...
either way in safe mode or normal, admin or not this problem happens
After I tried to log in the error pops up, close it
1. Crtl+Alt+Delete and choose Start Task Manager
2. Select File from the top menu and choose "New Task(Run...)
3. Select Browse and Navagate to your Desktop on the Left
4. Right click on the back ground where the icons appear and select new
text document
5. Down at the bottom in the drop menu that says "Programs" select All
Files
6. Right Click on the new file and select open
7. In the text document type "command.com" -no parentheses
8. Select all files from the drop menu below, then save the file as
CMD.bat,
9. Now you can right click on that file and select "Run as
Administrator"
10. In the new command prompt, this allows you to activate the hidden
vista administrator with the following command
net user Administrator /active:yes
although this is now possible, I am still getting access denied errors
I've also done a repair with the vista cd, Same error...

I think like by *@wadeb_21* there trouble with permissions for
*C:\Users* but in differences groups :huh:
Try reset permission for *C:\Users* for all gruops.
1.Download my users_p.zip which I attached bellow,unpack users_p and
place on C:
2.By using task menager run *cmd.exe* and make commands:
TAKEOWN /F C:\USERS[/B]
*ICACLS C:\USERS /RESTORE C:\USERS_P
These commands restore permissions for [B]C:\Users* but not for
subfolders of this directory

Well I ran the anti virus and it picked up a few (I'd think minor)
trojans n what not.
I've started the other scan for access denied files about 3 times, the
3rd time I let it run over night, it went through about 11 million
processes, and as i was sitting watching something on my laptop, the
damned program turned off again (after about a 12 hour scan!)
so getting a PML file may take a lil while but i will say that it
picked up A LOT of svchost.exe denied. a lot of them where under c\user
while some of them were in the windows folder... some day i may get that
log file on here.

previous my posts and I found these won't work even commands sometimes
return success but is it false success although I've done exactly as a
manuals talk.Strange nobody remarks to me.Now I'll try to correct my
errors to work properly but now you try manually check permissions again
for *C:\Users* but for all groups:
1.Download *psexec.exe* to *C:\Windows\System32* or *C:\Windows* (your
choice) see also post 34
2.By using task manager run *cmd.exe* and type:
PSEXEC -S -I -D EXPLORER.EXE
If above command fail and return access denied you can try to use any
other file manager i.e Total Commander if you have - in this way type in
cmd.exe
i.e. I have TC in *C:\Program Files\Totalcmd*
PSEXEC -S -I -D \"C:\PROGRAM FILES\TOTALCMD\TOTALCMD.EXE\"
and of course in TC navigate to Files>>Properties>>Permissions
Because you've taked ownership this folder and you now in SYSTEM
account you have to change owner - SYSTEM should be owner now, When SYSTEM account will be owner of *C:\Users* again you can change
permissions
Permissions should be following
Administrators group:Full Control (all checked)
SYSTEM account:Full Control (all checked)
Users group:Read & Execute,List folder contents,Read)
Everyone:Read & Execute,List folder contents,Read)
The Owner:SYSTEM account
Maybe you'll have luck and will be only for *C:\Users* errors with
permissions,sometimes happen dominoes effect:logs show full errors with
permissions but really there are few of them.If you fix them other
errors disappear either...maybe
:confused:.Difficult to say any hardware trouble coused errors with
permissions...but difficult to say,maybe...,for all are only well-know
errors with permissions caused by viruses.But of course not all trouble
with permissions can be explained:caused by viruses
If you'll check,fix errors with permissions for C:\Users and error will
still exist,I'll really need log from Process Monitor
