I'm starting to write some pages in html, seeking information about frames I read on the Internet that are going into disuse enough. I wanted frames what you prefer to use them? To make an example, this site (as almost all) made by so many rectangles. Are those frames? Sorry if i am asking or demanding something more but understand that this is something essential to create a site!

The frames are the prehistory of the Web. Now everything is based on applications online, with a "motor" (backend) and a user interface (frontend). All information is stored in a database (which it is oracle or mysql or mssql or one of the many types), where "transfers" through requests (query) by the engine.
Obviously this is a very simplistic view on how they work sites today.
For frames, think of static pages, which contain within OTHER static pages.

I can tell you what I bought myself. But I bought it 7 years ago and I doubt you will find it any useful now :book: Usually books are valid for ones such as "xxxx for Dummies."
For your question about if it is done via html, yes and no. Nowadays we use code php, perl, java, asp and xml (and other less frequent).
What opaper says is perfect.
If you have to develop a site I personally would recommend you to use absolutely php! Working with php and sql (with some of javascript here and there) can easily get a significant site (then of course always depends on personal standards).
Of course, you must first start with the basics and know to good html and css.
