Firs of all I’m not able to understand your problem. Can you just clarify whether the problem is with your first DC/Domain which you cleanup in AD or are you talking about some another machine? Until you reply, just remember that in case you have done a metadata cleanup then don’t reconnect the removed machine to the domain.
If you will remove AD from it then try running dcpromo /forceremoval to demote it without any network connection.

Even I have a small confusion like if you have lost your DC then what was the need to run adprep on your domain. Anyway, what you can do now is better run a diagnostics against your Active Directory domain. Furthermore, you should try running dcdiag, netdiag and repadminin verbose mode such as:
- DCDIAG /V /C /D /E /s:yourdcname > c:\dcdiag.log
- netdiag.exe /v > c:\netdiag.log (On each dc)
- repadmin.exe /showrepl dc* /verbose /all /intersite > c:\repl.txt
- dnslint /ad /s "ip address of your dc

Still there are problems. Whenever i'm running those diagnostics and repadmin /showrepls commands it shows the old server (DALSRV1) as "Inbound Neighbor s". I have tried everything what you guys suggested as well as some more procedures from web but none of them have worked for me. Somebody please help.
