I got the xp disk from dell, and used that to get into the recovery console. I then removed SP3, and it booted up no problem. I don't know if SP3 is the sole culprit, but backing it out seems to have had the desired effect. Thanks to everyone for their help on this.

I couldn't find a solution anywhere other than the reinstall XP!! I followed the below and it worked great. The only issue I had was after replacing csrss.exe, msgina.dll and winlogon.exe I rebooted but got a explorer.exe problem so i had to go back to ubentu and then replace that as well. Once that was done xp booted!!!!
My orginal problem came from a malware virus I used microsoft security essentials to fix which went well initially as it said it was cleaned, but then on reboot my pc blue screened as per the same error you had and refused to anything else no matter how i tried to reboot in safe mode etc etc.
If I had the time and energy I would go back to the Microsoft Security Essentials team and give them a few choice words but I'm sure it would be a waste of time and fall on deaf ears.
