ok I have a Dell Inspiron 1150. It has Windows XP Pro installed on it. I
finally decided to go ahead and install SP3 on it. As soon as it finished the
install of SP 3 my system decided to systematically eat itself. 95% of all my
services under computer management have been turned off. I can't see my
network connections folder, I get an RPC server unavailable error. I have
installed the hotfix for SP3, Also I have made sure that the proper DLL files
are registered. I have run sfc /scannow. I can not uninstall SP3 via the
uninstall, nor from the hidden $NtUninstallServicePack$ folder thing. I can
not do a system restore because my system restore folder is now empty so the
rstrui.exe is gone. I have found that if i go back into my services under
computer management and turn on all the appropriate services that I can then
fix the internet problems and see the network connections folder contents
again. But that only lasts until my system is rebooted, then all the services
are turned back off again. So I am having to spend about 30mins restarting
the proper services just to be able to get on the internet. Also when I try
to do a Windows Update I get the 0x80070420 error on the update webpage and
from the Windows Update Agent install that I downloaded from the knowledge
base. Please help me. This is my laptop for school and I am screwed with out
it.

Was a Norton product actively monitoring the system when SP3 was
installed ? If yes, then see if running their SymRegFix tool resolves
these issues:
