You can also try to start Network and Sharing Center from a command prompt, for same follow the below steps:
- First of all click on Start, and then click All Programs, click Accessories, and then click Command Prompt. The command prompt window opens.
- After that in command prompt, type the following command, which is not case sensitive, and then press ENTER:

You can even download a software called WombatShare which offers a number of plugins for media players and platforms that allow users to share their media libraries automatically without configuring it. Install the plugin for your favorite media player, such as Winamp or Foobar2000 or Windows Media Player and get your friends/colleagues to do the sharing.
