Hours in a full time work year
I am working with MS Project for sometime and I am not able to solve an issue. I am working in a large organization where management has argued that for planning purposes, an amount of hours is equal to a work year for example, 1800. This number is based on a formula that computes how many hours people work and how much sick time and vacation time they use and so on. The question that I am having is, how to translate this number be it 1800 or some other into the calendar? Thanks.

You will need to set the resource availability max units in the Resource Sheet to the desired value. For instance, if you need to account for more than 'sick and lazy' then what about special assignments, off-site training, proposal, etc. When you will do that then it will show each resource overloaded incase they are assigned more than 85% to a task.
