Is it possible to CUT and SAVE video in VLC?

I am willing to cut a particular video to the specific length or you can say it as the till specific time and then save the same. I have never done the video editing so I don’t know how to accomplish the task. Actually I am using the VLC media player and I want to know whether it is possible to just edit the video while I am playing the same. Have anyone tried the same with their media player and if yes then please help me in this case and then let me know how I can solve the issue. And the other thing here is that I am using the windows 7 operating system and that to over the Intel core i3 processor.

So what you have to do here is that just open the vlc media player and then you have to play the particular video for which you are waiting and then you will find the option called as record just click on the same and then the video recording will start. Once the video recording will start you have to just see till where you have to record the video and then save the same. Well video editing on VLC media player is still possible and you can really create the video you want by just selecting the instance from where to where.
