Unable to get DSL
As in the question it is already cleared my problem. My neighbors get DSL with download speeds up to 90 kb / s. And In my case I am only getting dsl light with 45 kb /s. Why it is different on different sides of the street internet available? The distance to exchange, namely, is about 5 miles and on such a track I find the rather stark difference. I can somehow still get faster internet? Thank you in advance for any tips and advice.

Re: Unable to get DSL
It is either on your router eg, your internal phone line is too weak; the result is usually that you have switched between many exits. Or maybe you're using wifi? And regarding this I want to tell you one more thing that the speed is ultimately not dependent on the location but it is dependent from your provider and the tariff chosen by you. If you want faster internet, you should ask your ISP. So just check this and update your information over here.

Re: Unable to get DSL
Since you have only limited rights. In fact, the DSL speed is even enormously dependent on where you live. And as our vacation which you have wrote already, so according to that you lives 5 kilometers away from the telephone exchange. And since the speed is actually much smaller than in addition to the exchange. Of course, the chosen tariff shall prevail. But they cannot because of the telecom magic, if you lie too far from the switching equipment.

Re: Unable to get DSL
I meant only that there can not be locally relevant difference between your neighbors. There hangs the connection quality with security services from the provider / tariff. I know a person which is just 5 houses away lives to me he has dsl of around 16k. In turn I get only 6k. I have already asked the provider and check availability on the Internet also actually and it gives only 6k and after asking regarding this I get that they build the pipelines from the moment.

Re: Unable to get DSL
I'd be glad to come if I had 6 K with my epic just to 2k because I was not really behind. However, not yet I have developed the DSL networks. A buddy of mine lives in another district and will also get 6k. Normally it's like this. The longer the cable; the more data are lost or are not, because of the resistance. I know this when I was in college time. It is really nice information and I hope from this you will get idea.
