Windows Update error 800B0100
My Windows Update has been stuck for months now with the same 800B0100 error.
This happened after I tried to install SP2 (KB948465) and the system was shut
down while it was installing. Now every new update hangs because of this
issue. The standalone installer for KB948465 tells me that SP1 is not
installed (which it is). SP1 came preinstalled so I do not have an Install
disk. Running the Windows Update Readiness Tool, I got the following CheckSUR

Vista SP2 Installation Tips:
• Your computer will restart several times during the installation process:
Make certain you've saved your work and closed all open applications before
beginning the install.
• Disable (1) your anti-virus application, (2) any real-time system
protections afforded by any anti-spyware applications (except Defender), &
(3) your third-party firewall (if any) and then (4) enable the Windows
Firewall _before installing or uninstalling_ Vista SP2.
• The installation process can take an hour or much longer, depending on
server demand. If you're installing SP2 on a portable computer, make sure
that you plug-in the power cord and have the battery inserted into its bay.
• Vista SP1 is a prerequisite for installing SP2. If you use Windows Update
or the Automatic Update feature in Windows Vista, you will not be offered
the option to install SP2 until you first install SP1.

3. Download the update that is blocking the install. In my case above, it
was the SP2 update KB948465
4. Extract the downloaded update to a temp folder using:
Windows6.0-KB948465-X86.exe /x:c:\temp
5. Extract the CAB file (windows6.0-kb948465-X86.cab) to a new folder.
6. Navigate to %SYSTEMROOT%\Servicing
7. Take ownership of the Packages folder and add your account to have full
control
8. From your CheckSUR.log, find the files that were missing in the folder
that you extracted the CAB file to in step 5 above.
9. Copy the .MUM and .CAT files to the %SYSTEMROOT%\Servicing\Packages folder
10. For the file that was missing, use the Update.MUM and Update.CAT files
but rename them ie. I needed to rename my Update files to
VistaSP2-KB948465~31bf3856ad364e35~x86~~6.0.0.18005.mum and
VistaSP2-KB948465~31bf3856ad364e35~x86~~6.0.0.18005.cat
11. IMPORTANT: Change the ownership of the %SYSTEMROOT%\Servicing\Packages
folder back to 'NT Service\TrustedInstaller'
12. Re-run the SP2 stand-alone update.

The issue may be caused by several factors, such as corrupted system DLL files, a corrupted Windows Update temporary folder, or stopped update services.

Step 1: Register DLL files

Note: There is a space between REGSVR32 and ATL.DLL
3. Register the files listed below:

Note: Please register all the files. While registering each .DLL file you should get a "succeeded" message. If any error message is encountered , please let me know the exact wording. Some .DLL files are not necessary in some specific operating system, therefore please let me know if some files cannot be found. I will help you to double check it.
Now try Update to see if the issue has been resolved. Please let us know if this step has resolved it. If not, please proceed to the next step.
Step 2: Verify the relevant Windows Update services
========================================
1. Click "Start", click "Run", type "services.msc" (without quotation marks) in the open box and click "OK".
2. Double click the service "Background Intelligent Transfer Service".
3. Click on the "General" tab; make sure the "Startup Type" is "Automatic" or "Manual". Then please click the "Start" button under "Service Status" to start the service.
4. Please repeat the above steps with another service:
Automatic Updates
You can also temporarily stop these services, restart the computer, and then start these services again. If one of the two services is missing, please let me know.
Now try Update to see if the issue has been resolved. Please let us know if this step has resolved it. If not, please proceed to the next step.
Step 3: Reload the Windows Update temporary folder
========================================
One possible cause is that Windows Update's temporary folder contains corrupted files. This step will clean its "Download", which contains the Windows Update downloaded update installation files. After renaming this folder, all the files will be automatically recreated, except the Windows Update History data and downloaded updates' installation files. This will have no negative effect on your computer's performance.
1. Click "Start", "Run", type: "cmd" (without quotations) and press "Enter". In the command window, type "net stop WuAuServ" (without quotations) and press "Enter".
2. Click "Start", "Run", type: "%windir%" (without quotations) and press "Enter".
3. Right-click the SoftwareDistribution folder and choose "Rename", type SDOLD as the new name.
4. Click "Start", "Run", type: "cmd" (without quotations) and press "Enter". In the command window, type "net start WuAuServ" (without quotations) and press "Enter".
Note: This folder will be created automatically after starting Automatic Updates service. Only Windows Update history will be lost. To check which update is necessary, I suggest we check updates on update website.
Please test the issue again via the Windows Update website and let me know the result. If the issue persists, please assist me in collecting the following information.
How to capture a Screenshot
======================
1. When the error appears, please press the "Print Screen" key (PrtScn) on your keyboard.
2. Click "Start", click "Run", type MSPAINT, and click "OK".
3. In Paint, click "Paste" under the "Edit" Menu, click "Save" under the "File" menu, type a file name for the screenshot, choose JPEG as "Save as type", click "Desktop" on the left pane, and click "Save".
4. Please find the screenshot on the Desktop and send it as an attachment to: [email protected].
How to collect System Information
==========================
1. Click "Start", go to "Run", type in "MSINFO32" (without quotations) and press "Enter" to start System Information.
2. On the "System Information" window, on the menu bar, click "File", and click "Save as"; save it as an NFO file, such as "system.nfo" to your local Desktop.
3. Locate the file, right-click on it, click "Send To", and click "Compressed (zipped) Folder".
4. Please send it as an attachment to [email protected].
How to collect WindowsUpdate.log
==========================
Note: Since there are two Windows Update log files with similar names, please be aware that I am requesting the "WindowsUpdate.log" file without a space in the middle of the name.
1. Click "Start", "Run" and type "WindowsUpdate.log" (without quotations).
2. Click "OK". We will see a file named "WindowsUpdate.log".
3. Now click on the "File" menu and then click "Save As" and select "Desktop" in the "Save in" option on the top of the window.
4. Click "Save". The file will be saved to your Desktop. Please send it as an attachment to [email protected].
However, if the file is unable to be collected by the above steps, we can also use the following method to collect it.
1. Click "Start", "Run", type: "%windir%" (without quotations) and then press "Enter".
2. In the open window, we will see a file named "WindowsUpdate.log".
3. Please send it as an attachment to: [email protected].
