It is looks like problem with my cs. as its looks like feature restricted with it so i am not able to have all features for painting with 32bit image with tools so which version should i prefer for all the functions in 32bit.Which is Photoshop version is better and allow me all the features for 32bit ? also tell me if any other application on your mind ..

I thing there must be option that you missing some because there is nothing stopping you to paint from 32 bits. Ok if you having some incomplete or non register version then there is chance of some missing options. I have tried Photoshop CS4 for painting and it allowed all option with tools foe 32 bit
The lower version than cs4 is not allow users to use 32 bit image paint so CS4 is the first version that allows to paint on a 32 bit image. so your cs3 is previous versions which supports 8 or 16 bit. so just upgrade to cs4 the interface has been improved due to it has Bridge . cs4 is twice as fast and having many extra and good plugin.
yes you should try cs4 i thing upgradation from cs3 to cs4 is free so you should check out on adobe site there you will get some information else there is another better option can be coraldrow which is much good also you can try Paint Shop Pro but this one is not efficient than photoshop and coreldraw
