Identified a cause of this problem is attached to the use of firewall F-Secure, and especially to the Enable the "Remote Access Control."
Pending a final solution to this problem and to allow the use of Windows Live Messenger 2009, users of the firewall should disable this feature via the configuration module of F-Secure.
The firewall F-Secure can be part of "security packages" that are not available certain Internet service providers. This is the case of certain packs distributed by New / SFR and Orange.

To resolve this problem, go to " Advanced Settings / Internet Shield Firewall "and disable the function of remote control access."
