Trouble Logging onto Windows

I have a little square at the bottom right hand corner with a red "x". When I click on it, it brings me to my Network Connection. It says I am connected to my local internet provider, BUT it shows "LAN OR HIGH SPEED INTERNET - Local Area connection - Network cable unplugged.

I don't have high speed internet though.

When I try to log onto Windows, it will say "Not Responding" sometimes and then the message End WSL Idl, etc..... I have gone into Nero Scout and disabled that feature, but I still have trouble "sometimes" connecting.

Any solutions?

I'm not a "techy" person so don't use too many high tech terms if you know the answer - lol.
