Any Operating System specially for Hard Disk Management?

Hey!
I was wondering if there is any Operating system which is specially designed for hard disk management and has all the hard disk related tools. I understand that it would be only possible with custom OS building with linux kernel... But if i could think this, there would be great people who already would have thought this and might be such an OS already exists...! Any idea?

Really nice thought...! And yes, there are operating systems for the same...! But i haven't used them... There are two OS i am aware of :
