Is my graphics card broken

After doing a new reinstall of the machine the screen looks defected. Have tried new driver but it does not helps. See the picture.

I will try to get another card in machine tomorrow and see if it makes mistakes. But can the OpenGL portion of the card be defective?

Is it only in windows it looks strange - no POST or boot in the BIOS?

I think maybe you get something with OpenGL if it is only in the game it happens.

Is it a new windows installation and you have tried another graphics card?

You are absolutely right to try it in another PC very soon and you will be able to decide whether your PC has a problem or if the graphics card has a problem.

It appears that your display update rate is set before the high (Hz) - it can give similar errors.

A screen goes black, if Hz is too high. This problem cannot be related to Hz rate because he can see the window screen but that is with defects.

My screen is doing completely (almost) same, it just can not even go into windows unless I run in Safe Mode.

I have not changed the settings.

I should probably not be installed Empire Total War demo? I see I have Steam running and the date fits.

Do you want to say that you have doubts on the Empire Total War demo? I.e. after installing this demo, you got the blank screen problem? If so, have you uninstalled that demo from that safe mode to see if the problem has solved or not?
