Well, to Earn up to 3.2 ghz, you'll have to touch the vCore I think.
You have the Twelve Hundred and cooling of a monster already, so no worries of that side.
for info on the vCore, I am at 1.60 volts in bios and I am only 30 degrees idle and 65 ° with the same processor.

For 3.2GHz, do not forget that the [email protected] GHz Q9550, widely feasible.
For the E6600, I have quad, Q6600 and therefore it also amounts to 3GHz without increasing vCore.
1.60V to avoid for your Q9550 ..
The 1.50 is passable if you have a good aircooling in my opinion.
