I have read your problem and after referring your problem I would like to tell you that you should first open device manager in your laptop and after that you have to check whether there is any yellow exclamation mark or not. If there is yellow exclamation mark in device manager then problem might be related with the drivers otherwise something else is causing this problem.

Does this problem has started after connecting any USB device with your laptop? You should unplug all the USB device from your Toshiba Portege R700 PT310A-05N01 laptop and then see whether same problem occurs or not. This information will help you to detect exact problem.

If above solution does not solve your problem then I will suggest you to open system configuration utility in your Toshiba Portege R700 PT310A-05N01 and after that you have to uncheck the program which is not necessary. You should also download Ccleaner from internet and after that you have to install Ccleaner in your laptop and after installing Ccleaner you have to run it in your laptop and after running the Ccleaner it will remove all the unwanted files from your laptop. Now after that you have to check whether your problem gets solved or not?

If you want to uncheck the start up items from the system configuration utility then you should follow this stpes. First open start menu. Type “msconfig” in start menu serach box and then press enter button. Now after that system configuration utility will open. Click on start up tab and then uncheck the items which is not required. now click on restart and after restarting laptop you have to check what the result is.
