I called Apple technical help and went with some troubleshooting actions. Here's what lastly worked for me:
    • Bring up the Settings application
    • Place "Airplane Mode" on for a small period, then twist it back off.
    • below "General", select "Reset" then choose "rearrange Network"
    • verify that you desire to reset all network settings
    • Power the iPad totally off then twist it back on.

It might be an APN problem. Tab on Settings > Cellular information > APN setting. If you observe that the settings are blank then go to the relevant website of the AT& T or call the help desk and discover the latest APN settings. Go into those locations and your 3G will be back in no instance flat. Then you may simply require to enter “broadband” in the AT&T location with no username/code word and your 3G must be back with no troubles.

I too had 3G problems after upgrading to 4.2.1, with the subsequent symptoms:
    • Network position pointer (upper left corner) illustrate "No Service" in its place of "AT&T 3G" (and, certainly, no cellular connectivity). Wi-Fi worked usually.
    • No "outlook Account" key on Cellular information screen in Settings
    • Under "About", transporter as well as Cellular Data figure showed as "Unknown" or "Unavailable"
