Toshiba portable hard drive 250gb usb 2.0 missing

I just bought a Toshiba portable hard drive 250gb usb, and my surprise, it is not detected as USB 2.0. I am entitled to nice little message: "This device could run faster" .. I scratch a little short in the PC, and I noticed that my USB control is recognized as a "USB host controller Open HCD standard. Well now, I think the problem comes from there, the USB controller is not recognized as expanded. Can anybody have any idea what is the issue with my external hard drive or USB port. Thanks.

To resolve this problem, follow these steps:
    1. Start the Device Manager.
    2. In the Action menu, click Scan for hardware changes. If this does not solve the problem, you must restart the computer. In some cases, you must use Device Manager to disable then re-enable the device to unlock it.

To prevent this problem on server products on which the power management is not important or required, you can disable USB selective suspend. To do this, you must modify the following registry entry:
    HKEY_LOCAL_MACHINE \ System \ CurrentControlSet \ Services \ USB
    Entry: DisableSelectiveSuspend
    Type: DWORD
Value: 1 disables selective suspend. 0 enables selective suspend
Note: If this registry key is not present, you must create it.
This setting affects all drivers USB host controller in the system. DisableSelectiveSuspend If set to 1, the Selective Suspend feature is disabled and the checkbox Allow the computer to turn off this device to save energy does not appear under the tab Power Management USB Root Hub.

You need to also reinstalling a USB device reported as "Unknown Device":
    1) In Device Manager select the display of hidden devices and delete all occurrences listed as being in error.
    2) In the registry open HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion.
    3) Edit an expandable string value called DevicePath.
    4) Enter the value data as follows:% systemroot% \ inf,% SystemDrive% \ driver \ driver1,% SystemDrive% \ driver \ driver2
    5) Then, open HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ Setup.
    6) Edit an expandable string value called DriverCachePath.
    7) Enter the value data as follows:% systemroot% \ Driver Cache
    8) Open HKEY_LOCAL_MACHINE \ SYSTEM \ CurrentControlSet \ Control \ Class \ 4D36E980-E325-(11CE-BFC1-08002BE10318).
    9) Remove the string values named UpperFilters and LowerFilters.
    10) Repeat the same for this registry tree: HKEY_LOCAL_MACHINE \ SYSTEM \ CurrentControlSet \ Control \ Class \ (4D36E967-E325-11CE-BFC1-08002BE10318).
    11) In Windows Explorer open C: \ WINDOWS \ inf.
    12) Delete this file: infcache.1.
    13) Restart your computer.
