There is one utility tool which is very nice tools developed for the Windows Mobile that perform all the functionality of the Windows Mobile. You can also import the contact windows mobile via csv file with this tools. The one which i am talking about is known as the PIM BACKUP. So give try to this tools and you will like it.

I am having a solution for your problem which is easy and simple. All you have to do is to install the Outlook to your computer and after that just import the file i.e. csv file to contact. Now connect the phone to computer and synchronize. This will help you for the import contacts on my windows mobile via csv file.

As per your query let me tell you that this feature is not yet assigned in the Windows Mobile so it is next to impossible to perform the same.
