The Enterprise Activation can take some time to complete. According to me you should try to reset your Activation Password on the BES server and try again. How long did you wait before you started trying to use the device?

Basically, it sets priorities on what to synchronize first. I get this issue with users that have alot of contacts or just randomly sometimes. Try going to options--> advanced options--> host routing table, hit menu key and select register now. If you don't get a registration message then you are not activated yet. The pictures may different slightly depending on what BES version they have, but it should be pretty accurate.

In order to activate your device onto a BES or setup an individual email account you will need a BlackBerry data plan. Unfortunately you will need a Blackberry plan for the initial activation\setup. For that you need to set the permissions in Active Directory and Exchange System manager. Then need to installed the BES Express software and then just need to follow the wizard to create an user. Sounds to me like you do not have an Enterprise data plan on your device. I would contact your provider.
