Anywho Ii have an amd sempron LE-1200 processor (2.1GHZ)
With a GIGABYTE motherboard.. M68SM-S2L
Need to hear it from you guys. , and is there a specific program? or should i just do it by bios?

I guess not, the Sempron it not made for overclocking. Furthermore, your computer manufacturer probably set a limit on the clock speed of the processor. One of my friend tried to overclock it but everytime he started his pc, it would crash. You can however try to download a tool called RivaTuner and install it on your pc and then try to overclock from the desktop itself, but do it on your own risk.

I've tried rivatuner, It's pathetic.
And nope. im the one that built the pc. and it can be overclocked. infact... i gave it a shot in the bios menu, and it is now running 3.0 GHZ.
Yes, some people were also able to overclock amd sempron LE-1200 processor to 3.2ghz. But you will also need to note the temperature readings, how high it is getting or so and to be on a safer side, a aftermarket cooler would be a good choice to keep it cool. Can you post a screenshot by using a software called CPU-z.
