    Constant CPU fan speed

    Hello, recently i have bought a new computer, I am confused weather it is working or not. But fan over the processor it runs constantly with constant 2700 rpm. And percentage of CPU usage move fluctuate between 4 to 5 percent. I just installed 1 or 2 application. The reason behind for this question is the old CPU fan stops when processor is idle and runs when it process the programs. I had also checked bios for fan speed control option and I enabled that smart fan then speed of slows 1700 rpm and this speed is also constant.

    Volts for the fan +3.3v and +12v are very low, there is may be any software clash problem. If it will boot the system with 8.49 with the +12 volts. If your computer runs between the 4 to 11 % of usage so there is some thing is processing in the CPU. So check in the process what is running in the CPU and wasting your CPU time.

    PLz check in your task manager in process that how many processes are running without any reason. So find them and stops that process. to saves cpu time.
    Press ctrl + alt + delete to open task manager.
    Because once I have seen that there is 49 process are running in the back ground. And they are using 8 + 12 % cpu usage.
    Try to end this process and check weather your CPU fan stops or not.

    svchost.exe 43000k
    mcshield 30000k
    iexplorer.exe 29000k
    dwm.exe 25000k
    msiexec.exe 11000k

    Don not update the BIOS because the company will going to discard your systems warranty . And your quite right that there is BIOS are responsilble for running fan constantly. Your mentioned 3.3 v and 12 v values are not real. You said that instead of 12v output you will get 8.5v, if this problem occurs then your pc will never going to be start. This is a power good signal which is going to start you system at the initial state.
