core2quad with intel dg31pr need help

this is my first system that i wanted to build and i have some problems with temp.i have core 2 quad q6600 with dg31pr mobo 2 gig kingston 667 mhz.i had before a p4 system and i used heat sink from that system for core2quad.i downloaded a speed fan and it reads a system 81 cpu 46-54 aux 119 but when i boot in bios it reads cpu 39 and mobo(system) 51 so can anybody tell me which one is right.and should i buy new heat sink more comperitable with core2quad and this heat sink is 6 years old

and also you can download the real temp software to check temperature of your pc . the real things is that both the software are showing correct reading although the bios reading is more precise. the main cause is both are using different sensor to read cpu readings that why just rely on bios reading as it more acccurate

thank you and i have another q. this cpu is 65nm 95w and i havebfg gs 650 wand in sisandra it reas max power to 80.4 w and in cpu-z speed is 1.6ghz do i need beter psu to get max ghz out of my cpu
