My friend says hes getting 300 on a certain program.

Think of each moving image in a video game as a frame, like a frame in a film. The number of times per second a graphics card can redraw the entire image displayed on the monitor is called the frame rate. Frame rate is the number used in casual discussions of video card performance. 15-20 frames per second (FPS) is watchable and playable, 150+ FPS is downright dazzling.
The frame rate of a video card can change according to the game you're playing and how you set your display settings.
The higher your display resolution settings, the lower your frame rate. Set your monitor to 1600x1200, and you'll probably see half the frame rate you get at 1024x768.
The higher your graphics detail settings, the lower your frame rate. Crank up full scene anti-aliasing (FSAA) to smooth the edges of objects and make them look less jagged and digitized, and your frame rate can fall to a stutter. The same goes for anisotropic filtering (AF). AF makes objects realistically appear to fade away into the distance, and creates the illusion of perspective. It's also one of the biggest performance killers in graphics processing.
