Cannot delete file: access denied

i get this error please help me remove

Cannot delete (Filename): Access is denied.
Make sure the file is not full or write-protected and that the file is not currently in use.

where and how are you getting this error ?

The file is none of these things and will not delete normally, under safe mode, when I end explorer and attempt to delete it in DOS, while the folder is shared or unshared. I cannot take ownership of the file because I cannot find that option in the properties menu.

Where is the location of file ? where is it located on your file system.

Are you trying to delete a file which belongs to any other user ?
do you have complete administrator rights to your system.

I am the administator and have access to the file. There are no other accounts on this
computer.

Restart your system in safemode and then delete it.
