I'm trying to setup Microsoft Distributed Transaction Coordinator on a 2003 cluster.
2 node cluster attached to a shared quorum of drives.
Previously it was up and running fine; however, the Quorum drive died and now i'm in process of setting up clustering from scratch on a new Quorum drive.
All Remnants of Exchange and Sql have been removed from both nodes.
When trying to bring the MSDTC resource online, the following errors are produced in the Application log:

Steps tried so far:
Uninstalled / Reinstalled Application Server from Add/Remove Windows components (rebooted in between each step)
Gave network access to MTC
Also tried changing the registry value for network access
Manually deleted the MSDTC registry keys and rebooted
Uninstalled and Reinstalled clustering from each node, including uninstalling the cluster service
