Do you have any external device like hard drive, printer etc connected to your laptop?? If yes, than disconnect them and try booting it again.

If that doesn't make any difference than you can try out below workaround.
    • Restart your laptop and press F2 or F12
    • Once you see the "Set Up" windows scroll down to" Boot Device Configuration" and under "Hard Disk Boot Priority" select your "HARD DISK" as your first boot device.
    • Press F10 for saving the changes and restart your system

What was the error that came up on the screen about the memory, can you post it here? Are you getting any type of beeping sound from the machine, if so then it may be possible that there must be some hardware issues and incase you have the machine in warranty period then I would suggest you to replace/repair it from the Dell manufacturer, by sending them the machine.

If you are on a local admin account then you can try to control DEP/NX by running Internet Explorer as an Administrator and then uncheck the “Enable memory protection to help mitigate online attacks” option by going into Tools >> Internet Options >> Advanced. This will definitely resolve the issue that you are facing.
