I just found an easy solution for this issue. I used to have the same problem in my Windows 7 64bit operating system. The CD drives were also on E: and I was not able to create a repair CD, so I dont think that it is a drive letter problem. After searching on the net I found a software called Tweak7 and installed it in my pc. After running it, I went to the Misc Tweaks \ Systems tools tab and used their "Create a system repair disk" and it worked for me without any problems. So you can also try this same software and fix your issue.
