I am using Windows 7 Professional operating system on my Dell Latitude E6400. There is something really serious with this system as when i am trying to Shut Down My system from Start -> Shut Down then shutdown, restart, sleep and hibernate buttons are all grayed out. Please helps me as i am shutting off my computer system directly from the CPU Tower from last 3 days.

All this basic functions works by the support of gpedit.msc process which is process for Group Policies which includes such functions of the Windows operating system. I think you should repair this process which might be having a problem regarding the same. Go to the "User Configuration -> Administrative Templates -> Start Menu and Taskbar -> Remove and prevent access to the Shut Down, Restart, Sleep, and Hibernate commands" to Disable or Enable it.

There could be some virus on your system which might be making your gpedit.msc disable so i guess you should scan your system as soon as possible and then remove all the detected viruses out of it and then reboot your system and then check that your Windows 7 machines works properly or not. If not then you might have to reinstall an operating system on your machine.

Follow the given steps which might solve your problem.
    1. Open the Registry Editor by typing regedit.exe in Run Search Bar.
    2. Navigate to the HKEY_CLASSES_ROOT\.msc and delete an entry from the right side.
    3. Type gpedit.msc in Run box which opens “Open with” dialog.
    4. Now choose for 2nd Option and then browse to C:\Windows\system32\mmc.exe.
    5. There would be new options as “Microsoft Management Console” which you have to select and then check option for running this command always.
