Is it a fresh installation of Windows 7 or an upgrade from Vista? This might be one of the reason of cdrom.sys got corrupted. Downloading a new file of it will not work in your case. So I recommend to perform a clean install of Windows.

But why do you want this cdrom.sys file. Windows 7 has its own CDRom drivers. So there is no requirement of this if you are running cd/dvd on your Windows computer. The cdrom.sys file is only used when you use your CD ROM drive in DOS mode. But if you are not using your CD ROM much on DOS mode then its absolutely fine. You won't be having any problem while running Windows.

I think he probably be having some problems while running Windows 7 and so he has questioned here. In general, the cdrom.sys file can affect your cd/dvd drive and you might notice either the drive is not working or it some similar problems. If you have some similar problem then visit this Microsoft article to run the hotfix provided. This hotfix will diagnose and repair problems with your CD or DVD drive when trying to read or burn media automatically.
