This error is mainly because your internet connection might not be working properly. Hence it would be better if you contact the service provider and ask him to check whether the network connection is working properly. If your connection is not working properly then the update will be downloaded and installed.

To resolve this issue with Windows update, perform the following:

    • Open C:\WUTEMP folder and delete the contents of the folder (If any files exist).
    • Go to "WindowsUpdate" folder in "Program Files" folder, and delete all the contents except the "V4" folder.
    • Click Start, Run and type regsvr32 /u C:\WINNT\System32\IUCTL.dll".

I think that you are not using a genuine or a licensed version so the windows update is not getting installed on your system. In this situation if your copy is not being recognized then try to re install windows XP on your machine and this time try to update the operating system again it will start working.

Most probably this is due to a virus which has infected your system files and hence you need to install an antivirus application which would remove the virus which is not allowing to install the update on the system. Remember to update the virus definition before scanning. Hope this would solve your issue.
