There is always "open with" that appears when I want to open any of my icons of installed applications on my desktop.

Your icons are what? shortcuts or files ... ?
If they are shortcuts, then delete them and create them again manually or must be restored to an earlier date ...
If they are files ... What are the extensions of these files?
This message means that you try to open a file, but Windows does not know which program to open your file. If you have the program necessary, seek it in the list, or by clicking on "Browse". Otherwise, it will download the necessary program.
But you tell us some more, so it's difficult to help you more specifically. Windows should know what type of file is the icon of which you said.

Navigate to following location in control panel and:
Control Panel->All Control Panel Items->Default Programs->Set Associations
Then reset back to default and your applications should open file.
This happens due to some virus attack. You windows is virus infected. Does your antivirus shows any warning? I think there must be some registry fix for this but if you have some time then better is perform a repair install of windows and update your antivirus and antispyware (such as adware) and perform a full system scan, your issue must be solved like this.
Go to Start, Run REGEDIT command and navigate to following registry key:
In the right pane, double click the (Default) value and change it to %1.HKEY_CLASSES_ROOT\exefile\DefaultIcon
This is the default value of the EXE file association. No way EXE file to change for each individual, but by default uses the first icon (group of different color depth, size of icons) that it finds.
