Then a Windows service named "Secondary Logon" Is probably disabled.
Access the list of services through the console, or using the link:
Start Menu-> Control Panel-> Administrative Tools-> Services
The service "Secondary Logon" must be stopped. Double click it. In the new window, check that "Startup Type"Is set to Automatic.
Then click the button "Start".

a) Have you changed anything in XP, by the administrative tools?
b) Have not you changed the configuration of your network?
Automatic Updates (allows the site to search, download and install high-priority updates for your computer)
Intelligent Transfer Service in the background (BIT) (speeds up download and solve problems related to interruptions in the process)
Event Log (keeps a history of transactions updated to facilitate the resolution of problems where applicable)
To verify that these services are delivered:
- Click Start, then Run.
- Enter services.msc, and then click OK.
- In the list of services, double-click Automatic Updates, then click Properties.
- In the Startup type list, select Automatic and click Apply.
- Verify that the status associated with the service is Started. If the service is stopped, click Start.
- In the list of services, double-click Intelligent Transfer Service Background and click Properties.
- In the Startup type list, select Manual and click Apply.
- Verify that the status associated with the service is Started. If the service is stopped, click Start.
- In the list of services, double-click Event Log and click Properties.
- In the Startup type list, select Automatic and click Apply.
- Verify that the service status is Started. If the service is stopped, click Start.
To resolve this problem, follow these steps:
- Click Start, Point Programs -> Administrative Tools ->click Services.
- Double-click the service has not started.
- Click on the tab Login.
- Verify that the service is not disabled for the hardware profile that you use. If it is off, click Enable.
- Click on the tab General. Verify that the service n''est not disabled in the area Startup Type. If it is off, click Automatic so that it starts at the same time as the computer.
