How to apply local policies to all users except Administrators

Well I am using Windows 7 Ultimate 64 bit edition. And everything is working fine with the system. There is no problem at all.
But i have this one doubt. I would like to know how to apply local policies to all users except administrators on Windows 7x64 with gpedit.msc.
    I'm in a non-domain environment
Like, when disabling regedit, it also disable in admin.
I did a lot of research but found nothing that work.

Well that's pretty easy. And don't worry you will be able to do it.
Just Adjust permissions on the local group policy folder %SystemRoot%\System32\GroupPolicy, so that you deny Read permission for the Administrators group.
Reboot your system and its done.

Hey thanks a lot for replying.
I tried the steps mentioned above but was not able to do it.
I was not able to get that SystemRoot folder. I searched everywhere in my system but did not get any folder with that name.
    Can you explain it again.

Hey I am really sorry, I forgot to mention this one thing.
The folder mentioned is a hidden folder.
And one more thing, You'll not be able to run gpedit.msc after changing permissions this way, so if you want to edit policies again, then go to the same folder and uncheck the deny Read permission or simply allow Full Control for Administrators.
    I guess this will work.
    Try it out.
