Can't move or resize an active desktop item

I am using Dell Inspiron 15 and Windows Vista install in it. I have problem regarding my desktop Icons and windows. I can not resize or move my windows as well as icons and web items.Specifically I am facing these problem while moving internet explorer icon. Is this problem related to graphics card? Because I got that problem when I upgrade my graphics card so please give me if anybody have solution on that.

Some days before I was facing the same problem. There is simple solution on it. There is no problem in a graphics card. Just right click on desktop and go to properties. In properties window select desktop tab in that click on customized desktop. Select web tab and in that, uncheck the lock web items check box. I think this will solve your problem.

You have to make changes in registry value.Here is what you need to do:-

1. Click on start and select run.
2. In that input box type regedit and press enter.
3. Now navigate to the following folder:-

HKCU\Software\Microsoft\Windows\CurrentVersion\Ext\Settings\{72267F6A-A6F9-11D0-BC94-00C04FB67863}.

4. Find a name as version and change it value from * to 1.

After that close regedit window and refresh your desktop. I think now you can resize or move your desktop icons.

If you feel that changing registry value is quite troublesome then I have simple solution on that. Click on start and select help and support. In that select restore system. After restoring your system I thing you are able to move or resize window. It automatically changes registry value without any problem.
