Have you tried to boot in safe mode? I think you have deleted the wbem folder, WBEM is related to WMI, These are the files used for Windows Management Instrumentation, or WMI, which is Microsoft's implementation of Web-based Enterprise Management (WBEM). Try to boot in safe mode first, if you get success , uninstall that program from add remove programs.
@ Andre neil , I was having same issue, had to repair the xp. I fixed it by inserting the Xp installation cd and selected repair option. Hope you'll also able to get rid of this problem in same way as i did. good luck
Yes do a repair install of the xp, as i know there is some temp files in wbem folder which can be deleted , Temp files can, and should be, deleted periodically. The temp folder provides workspace for programs. But i'm not sure of you can delete the hole folder. If you have deleted and safe mode is not working then you have to perform the repair installation of window xp.
