Server 2003 Group Policy

Hello,
I work in an environment that has many XP Pro users. The users all have Admin rights, therefore they can install software that is not work related into their machines. This causes problems within the network.
Is there a way that I can create a group policy where only software that the system administrators approve can be downloaded into the machine?
We don't want the users to download any non-approved software into their computers.

Look into Software Restriction Policies in Windows Server 2003 there you can restrict users so that they can only run the applications for that you need to create policies .A software restriction policy is actually a group policy element that can be applied either to a workstation running Windows XP

logging on as the Administrator> Control Panel. Next > select Performance and Maintenance > Administrative Tools window opens > select Local Security Policy > navigate to Security Settings / Software Restriction Policies > Security Levels and Additional Rules.> you can apply policy rule.
