There is some problem with my command prompt in Windows Vista. Whenever I start my command prompt from Start-Run, it takes few seconds to load and then opens. What is the reason of such time delay of opening command prompt in Vista ?

Kindly check your UAC settings....
In most of the Vista operating systems, if UAC = disabled, the entire system slows down.
Make sure that you have UAC = enabled
Have you installed any other operating system like Unix or Linux simultaneously along with Windows Vista ? Because Windows Vista itself requires necessary configurations regarding RAM and all. Installing it with another operating system will cause it perform extremely slow.
If you have any Unix or Linux - based applications, then uninstall them and check...
Check if you have installed any latest softwares from the internet. Sometimes these applications also cause the system to perform slower.
Otherwise,
You can try running sfc /scannow from an elevated command prompt.
