Select CD-Drive as First boot device from BIOS. You will need to boot from Windows XP CD. If your computer is able to boot from CD it will show "Press any key to boot from cd..." Press any key as soon as it appears. Now Windows XP setup will start... The message you are getting regarding bootmgr missing means, windows 7 deleted the file and your computer is not booting from CD-Rom. Insert Windows XP CD and setup must start...

Are you doing it with correct windows xp cd? You have set bios to boot from cd-rom then insert the orignal windows xp installation disk and then format the primary partition to correct the bootmgr error. Its the easiest way.

And also refer to following similar issue threads and try other possible solutions also:

bootmgr is missing after deleting partition.

I think for windows xp & windows 7 you need to do some tweak in your boot manager to have xp along with windows 7.
    Do this:
    1. Open command prompt
    2. To create a boot loader for Windows XP
    Code:
    bcdedit /create {ntldr} /d "Windows XP"
    3. Set device where XP is installed: eg E drive
    Code:
    bcdedit /set {ntldr} device partition=E:
    4. Set the path
    Code:
    bcdedit /set {ntldr} path \ntldr
    5. Add bootloader to boot screen
    bcdedit /displayorder {ntldr} /addlast
    6. Restart
