Configure the security settings in Microsoft Distributed Transaction Coordinator to recruit Allow remote clients to use to resolve this issue. To do this, follow these steps

    1. Click Start, point to Administrative Tools, and then click Component Services.
    2. Expand Component Services, and then expand Computers in the left pane of the snap-in component service.
    3. Click the right mouse button on the desktop, and then click properties.
    4. Click the MSDTC tab, and then click Security Configuration under Transaction Configuration.
    5. Select the Network DTC Access Control Security Settings box, if it is not already selected. Then the client Allow Remote control box
    6. Click OK.
    7. Click Yes to confirm that you want to continue, if you view the message, stating that the DTC service is stopped, and restarted.
    8. Click OK when you receive the message that DTC is restarted.
    9. Click OK.

Hello You Can Start the Windows SharePoint Services Administration service using the Services applet (Start, Run, Services.msc) and run SharePoint Products and Technologies Configuration Wizard.

    Re: Cannot start SPAdmin service

Hey if You on Your computer the psconfig failed to start the SPAdmin service then You have to run this

%commonprogramfiles%\Microsoft Shared\Web Server Extensions\12\BIN\psconfig -cmd upgrade -inplace b2b -wait -force

and after that Modify the service timeout values in the Registry:

    HKLM\SYSTEM\CurrentControlSet\Control add/modify DWORD value ServicesPipeTimeout to 60000 (60 seconds)

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control add/modify STRING value WaitToKillServiceTimeout to 120000 (120 seconds)

    and Restart the server machine.
