Your IE is probably set to block certain downloads. Download and install Mozilla Firefox, then browse the web and download software using Mozilla and make sure you are accessing the webpage with its "public name" in the web publishing rule or you can also this Click on Tools > Internet Options > Security tab >Custom Level button > Enable Automatic prompting for file downloads.

To resolve this issue, delete the following registry key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Internet Explorer\Plugins\Extension
