Restore password for windows computer

I want to intall things on my laptop but the previous owner has put passwords on everything i can delete there account cause i need a password i tryed to do a system retore but i need a password is there a way to get rid of the account and there is no way of getting the passwords of the last owners cause we dont know them i cant install anything plz help quick

There is several option available check here How to use System Restore to log on to Windows Vista when you lose access to an account but i would suggest you to go for complete new windows installation as you are the second owner of pc and who knows what did old owner had installed which can be affect you for the performance of pc.

Here i will provide you the some Scenario where you could try restoring the password for windows, but make sure you need to have Windows Vista installed on you computer.

• You recently set a new password for the protected administrator account. However, you do not remember the password.
  
• You type the correct logon password. However, Windows Vista does not accept the password because the system is corrupted.
