Unable to use Japanese Keyboard in vista

i have problem to configuring the Japanese Keyboard layout in vista.I have English Orating system which is Windows vista Home Premium but my laptop has a Japanese Keyboard. where i have already configure keyboard which set on Device to Japanese 106/109 keys. Both English and Japanese Keyboard with IME was already configured and installed but the Japanese Keyboard Layout was not functioning well. can some one help me to solve this?

I think you have US keyboard activated .the keyboard layout should be application specific with setting somewhere also Maybe some specific application that you have set it to is reason.which cause if you change to Japanese the application set it back to english. also for special characters US mapping will be different.for more ime help click here
