Go to start in Safe Mode and check times in C:\Windows Explorer.exe whether actually no longer exists.
If yes, go to C:\WINDOWS\OPTIONS\INSTALL\WIN_16.CAB
Double-clicking on them. Cab file> right click on explorer.exe and select Extract> to C:\Windows.
