There are various reason for this error. The first and most common is boot-sector virus. There might be virus in your boot sector for that avoid using floppy disc if you are trying to boot the same from it. Under such condition the system cannot boot due to virus issue. Formatting the same is also not possible in most of the case. Read the link below for more troubleshooting options

I'm trying to install Windows 7 on a new hard drive on a Compaq Presario laptop CQ62-410us. On the bios screen I don't have the drivers tab. I only have Main , Security, Diagnostics, System, Configuration, and exit. I cannot change the ACHI settings or anything else in the drive tab since it's not there. If you could provide some help it would be greatly appreciated.

In the Bios you dont have the drivers tab? Normally, drivers option are there when you go to Device Manager and when on a particular device you right click you get the options such as Rollback drivers or Update drivers. And to install Windows 7 on your Compaq Presario CQ62-410us, you just need to put in the Windows 7 disc in the CD/DVD drive and select boot from cd at startup and install the operating system on your laptop by following the screen.
I can't get to anywhere that allows me to right click anything. I've loaded the disc and I can get it to run, but it will pop up with the error message STOP: 0x0000007B (0xF78D2524,0xC0000034,0x00000000,0x00000000). I'm unable to get past this. I just installed a hard drive and XP on another computer recently and got the same error message which is how I knew to go into the Bios and change the driver settings. But this Bios set up doesn't show any driver information. I had also found that it was in the main tab, but the only thing I can change there is the time and date. Have also read somewhere else that since this was a brand new computer it might not have the ability to mesh at all with XP and that none of the drivers that were originally on it will be able to be reinstalled since they were for Windows 7.
I think that this issue occurs if the disk driver in Windows 7 and Windows Vista is disabled. This driver must be enabled before you change the SATA/RAID mode of the boot drive. It all depends on how are you trying to install Windows xp? There must be some incorrect procedure that you might be following you can get such kind of errors in the following scenarios,
1) A device driver that the computer boot controller needs is not configured to start during the startup process.
2) A device driver which the computer boot controller requires during the booting is corrupted.
3) There is also a chance if the hard drive settings in BIOS are incorrect.
Just check if the SATA hard drive is properly configured in the bios or not. Also try updating the BIOS. Do work on the said methods and let me know if it was useful for you or not.
I have the same problem with exactly the same error message when I try to install Windows XP SP2.

Silicon image SiI 0680 ATA-133 Medley Raid Controller connected with
LG DVD-ROM drive (this is where I put Windows XP CD)

Sata configuration in BIOS is already set to IDE Mode but it makes no good.
Were you using windows xp on this computer previously or some other operating systems? You may receive a "Stop 0x0000007B" error message if your computer is infected with a boot-sector virus. If the problem is intermittent and you can start Windows, check your computer for viruses. If you find a virus, also check any floppy disks for viruses before you use them again.
